EPCA’s History

The Enumclaw Plateau Community Association (EPCA) is a 501(c)(3) nonprofit founded in 2019 to serve the residents of Unincorporated Southeast King County—the rural communities stretching between the Green and White Rivers, from Auburn to Greenwater.

EPCA exists to ensure that the Plateau’s residents have a strong, unified voice in the decisions made by King County, one of the largest county governments and one of the largest unincorporated populations in the United States.

EPCA’s origins trace back to a grassroots group called Friends of Bass Lake, formed by residents who sought stronger protection for the Bass Lake Complex Conservation Area and the surrounding land and water resources. As community members organized, it became clear that the Plateau faced many interconnected issues—land use, environmental protection, transportation, public safety, recreation access, and emergency preparedness—that required consistent, informed, and coordinated citizen involvement.

Recognizing this need, EPCA was established to bring together residents across the Plateau to provide credible, organized, and representative input to King County. Historically, the County received little or no feedback from Southeast King County, often making decisions for the area without meaningful local participation. Early challenges—including the Enumclaw Recycle Center, the gravel mine proposal, and even the potential siting of an international airport on the Plateau—highlighted how essential a stronger community voice truly was.

Today, EPCA serves as a trusted community partner and is regularly consulted by King County officials, departments, and elected leaders. The organization monitors emerging issues, educates residents, coordinates public involvement, and advocates for policies that protect the Plateau’s rural character, natural resources, and quality of life.

EPCA’s mission is simple and powerful: To engage, educate, and empower the residents of the Enumclaw Plateau so that local voices shape local decisions.
